
The purpose of the North Carolina Onsite Wastewater Contractor Inspector Certification Board is to protect the environment and public health, safety, and welfare by ensuring the integrity and competence of onsite wastewater contractors and inspectors; to require the examination of onsite wastewater contractors and inspectors and the certification of their competency to supervise or conduct the construction, installation, repair or inspection of onsite wastewater systems; to establish minimum standards for ethical conduct, responsibility, training, experience, and continuing education for onsite wastewater system contractors and inspectors; and to provide appropriate enforcement procedures for rules adopted by the NCOWCICB.

The monetary threshold set by NC General Contractors Licensing Board of $40,000, which requires a General Contractor license, does not apply to onsite wastewater systems installed by NCOWCICB Contractor (installer) certification holders so long as work performed only encompasses the onsite wastewater system.
