NCOWCICB General Statute and Rules

Effective 1/1/25 Installers will only have Grade Level II or Grade Level IV certifications. Current certification holders of Grade Level I will be grandfathered into Grade Level II and Grade Level III will be grandfathered into Grade Level IV. New cards will be issued to those being grandfathered in.

SB166 has passed with the sections pertaining to NCOWCICB becoming effective on 1/1/25. Effective 1/1/25 application for certification for GL IV Installer will require a minimum of two years satisfactory certification at GL II. Application for point of sale inspector will require a minimum of two years satisfactory certification at GL IV or Evaluator or subsurface operator for a minimum of two years. In lieu of experience for Point of Sale Inspector application, the applicant may take all the education required for GL IV certification.

This bill also introduces a new certification for Private Compliance Inspectors. Section 90A-71 (10) and 90A-77 (3d).

The monetary threshold set by NC General Contractors Licensing Board of $40,000, which requires a General Contractor license, does not apply to onsite wastewater systems installed by NCOWCICB Contractor (installer) certification holders so long as work performed only encompasses the onsite wastewater system.
